Short answer: No website can buy Instagram reach for you directly, because reach is Instagram's own estimate of how many unique accounts saw your content. What is reach on Instagram?
Reach is the number of unique accounts that saw your post, Reel or Story at least once. If one person watches your Reel five times, reach goes up by one. Meta's developer documentation adds that reach is an estimated figure, and that it differs from impressions, which can include repeat views by the same account (Meta for Developers).

Because Instagram calculates reach itself, nobody outside Instagram can type a number into it. That single fact shapes everything else in this guide.
It also explains why two tools can show different reach for the same post on the same day: each one reads Instagram's estimate at a different moment. Always compare reach inside the same app screen and over the same number of days.
Can you actually buy Instagram reach?
Not as a direct product. When a site sells 'Instagram reach', it is selling some mix of actions, usually views, sometimes likes or shares. Those actions are real changes to your counts, but whether and how they change your Accounts reached figure is decided by Instagram and is not published. We have not found a source that confirms it either way, so we will not promise it.
There is one official way to pay for reach: Meta's own ads and post boosting, where you pay Meta to show your content to more people. That is a different product from anything an SMM site sells, and it is the only route where the reach itself is what you pay for.
So the honest question is not 'which site sells reach?' but 'which action do I want, and which site sells it clearly?'
What 'reach' sellers can and can't deliver
Use this picture as a filter when you read any reach package. If an offer promises something from the right-hand column, it is promising something no seller controls.
The left column is everything a seller can actually change: the number of views on a Reel, likes on a post, shares, saves and reposts. Each of these is a count you can see in your app or your Insights, so you can check delivery yourself.
The right column is everything Instagram decides. The Accounts reached figure is Instagram's estimate. Explore and the Reels tab are chosen by Instagram's ranking. New followers, sales and DMs depend on real people deciding your content is worth it. When people try to buy Instagram reach, this column is usually what they really want, and it is exactly the part nobody can sell.

If what you truly want is more people seeing a post, compare SMM packages with the official route before you buy Instagram reach from anyone. Meta lets you boost a post or run an ad, which means paying Meta itself to show your content to more people.

Paying for reach actions with Google Pay, PhonePe or UPI
